Kyrgyz Republic Adopts Official Road Safety Audit Procedure

MC Mobility Consultants is pleased to announce that the Kyrgyz Republic has officially adopted a national Road Safety Audit (RSA) Procedure—an important milestone in strengthening road safety management across the country.

In partnership with nast consulting ZT GmbH and TBSC Consulting, and within the framework of the project “Selection of Consulting Services for Road Safety Audit and Technology Consultant”, financed by the Asian Development Bank and the Ministry of Transport and Communications (MoTC) of the Kyrgyz Republic, MC Mobility Consultants supported the preparation of the necessary legal and technical documentation. This included legal acts, a national Road Safety Audit Manual, auditors’ certification requirements, and supporting regulatory documents.

According to the Cabinet of Ministers of the Kyrgyz Republic, recent amendments now require the Ministry of Transport and Communications to conduct road safety audits at all stages of road design, construction, and reconstruction, involving accredited specialists. Project owners must also ensure compliance with safety standards and conduct thorough document reviews before the start of construction. These measures aim to systematically identify and reduce risks for road users, minimize accident likelihood, and significantly enhance road safety nationwide.

Road Safety Audit is internationally recognized as one of the most effective tools for improving road safety, and an increasing number of countries are adopting it as an integral part of road planning, design, and maintenance.
